It's built around attention and sequencing. The job is identified as VIP at booking and handled accordingly through pickup, loading, and delivery.
It doesn't suit routine freight with no particular urgency or sensitivity. Using VIP for every job defeats the purpose of having a priority lane at all. It also doesn't suit a job whose only requirement is a specific delivery time, which is a different kind of commitment to the priority handling VIP actually describes.
